James C. Settle My expertise in computer crime, network vulnerability, network intrusions, incident response, and information integrity issues is formed by investigating computer crime since 1979 on mainframe environments to the PC level. This experience resulted from employment with the FBI in the investigative and management levels. Legal issues and requirements for prosecution were gained through this work experience. From 1990 to 1994, I headed the FBI's computer crime response both nationally and internationally. New approaches to investigating computer incidents were developed to response to increasing non-law enforcement demands. The FBI's response addressed packet switched commercial networks, the Internet, and the Public Switched Network. Our success rate in court cases is a 100% conviction rate. This required excellent coordination with many facets of the commercial world and other government agencies, outside law enforcement. From April 1994 to January 1996, as the Director of Information Security at I-NET, Inc, Bethesda, Maryland, I developed a network security group which worked with Fortune 100 companies, multi-national companies, state government, and Federal agencies to identify vulnerabilities, develop responses to those vulnerabilities, and implement cost effective solutions. This experience resulted in developing an understanding of the commercial sector, how it responds, and what drives implementation of information integrity in a production environment. Really, three principles guide the business environment. Cheap. Transparent. User friendly. Settle Services In Technology became active in January 1996. SST provides information integrity services to Fortune 100 companies and medium size companies. Companies want to do business on the Internet. This business is not credit card related business, but moving company information to multiple locations both in the U.S. and world-wide. The reluctance to use the Internet is fear of losing control of company proprietary information. Our services put companies in control of their information, allowing them to expand business opportunities. This combined law enforcement, telecommunications, Federal government, state government, and commercial experience provide a background which understands differing perspectives on information survivability. I presently serve on the Information Security Task Force at the Center for Strategic and International Studies. Previously, I was the government vice-chair for four years of the Network Security Information Exchange (NSIE). The NSIE was a telecommunications industry and government body formed to share information on the Public Switched Network vulnerabilities. All major telecommunications carriers were represented on the NSIE.
