Job #6276 - Information Compliance Officer

SUMMARY

The SEI Security department has responsibility for all CMU Department of Defense (DoD) security activities. This position is responsible for facilitating and assuring that all CMU information systems remain complaint with DoD and other USG regulations. The position works closely with SEI Information Technology (IT), Facilities and outside sponsors to coordinate the certification and accreditation of facilities and IT systems. This includes implementing, maintaining, and updating all standard practices, policies, and guidelines.

ESSENTIAL FUNCTIONS

  1. Work with SEI facilities, IT and other departments to ensure compliance with DoD and USG regulations.
  2. Interact with DoD and USG authorities to coordinate and maintain necessary certifications and accreditations. This includes document preparation, submission and tracking.
  3. Work with SEI programs managers to ensure PWSs contain the necessary compliance language and requirements.
  4. Support the security manager in researching, developing and implementing security and facility policies and standard operating procedures.
  5. Other duties as assigned

MINIMUM QUALIFICATIONS

Education/Training: BS in a scientific or technical field with 10 years experience

Experience: A minimum of five (5) years experience in all aspects of the DoD National Industrial Security Program (NISP), especially Chapter 8 of the (1) National Industrial Security Operating Manual (NISPOM); (2) the DoD Information Assurance Certification and Accredidation Process (DIACAP); and Intelligence Community Directives (ICDs).

  • Review of IT project designs and implementations for certification and accreditation suitability
  • Preparing, submitting, and conducting certification accreditation
  • Writing System Security Plans (SSPs)

Skills/Abilities:

  • Ability to work with the information technology (IT), physical security, and facilities departments to write and implement security policy
  • Ability to support system architects in the design and implementation of IT projects
  • Ability to work with and implement guidance from government authorities such as Defense Security Service (DSS)
  • Ability to keep timely and accurate records
  • Acting as the COMSEC custodian
  • Ability to act as a self-accreditation authority for like systems
  • Ability to interact with SEI, the campus community and external sponsors (i.e., DoD and other USG agencies)
  • Excellent organizational skills, flexibility to work on multiple tasking and meet tight deadlines,
  • Excellent written and oral communication skills. Must be computer literate and have knowledge of common software applications.

OTHER

Physical/Mobility: Movement throughout the CMU campus and SEI facilities outside of Pittsburgh. Travel to sponsor facilities and northern Virginia SEI office up to 20%

Environmental Conditions: Close contact with CRT, some work within closed areas

Mental: Ability to pay close attention to detail, remain calm during difficult and stressful situations, work under pressure with frequent interruptions

Other: Selected candidate must be a US citizen; will be subjected to a background investigation; and must meet eligibility requirements for a TS/SCI clearance.
