Workforce effectiveness relies on two critical characteristics: competence and readiness. The Competency Lifecycle Roadmap (CLR) is an approach for systematically building workforce competencies. The roadmap focuses on an individual's readiness to perform his or her assignments. In this context, readiness is the ability to apply the total set of competencies required to perform a task or set of tasks.
In the graphic below, the roadmap comprises five core activities—assess, plan, acquire, validate, and test readiness—and two foundational elements that support the activities-criteria and environment.
This work is designed to help organizations improve their training and development programs. Our researchers identify and document cybersecurity competencies within organizations. As these competencies are identified, the organization begins to understand that competence is not readiness.
